Council Crest Park is a destination in its own right--the highest point in the city, and is on the Portland 4T Trail, a 4.5 mile hike of 9,398 steps, moderate difficulty and involves Trail, Tram, Trolley and Train. Note that the Tram doesn't run on all Sundays--google more info first.
