It is one of the most important tourist attractions of Oradea. It is part of the administrative building and was built according to the plans of the architect Rimanoczy Kalman Jr. between the years 1902-1903, in neoclassical style and covers an area of 5,508 square meters.

The tower is almost 50 m high and has 4 main levels, three of which are panoramic.
At level I is the clock mechanism - called the "mother clock".
Level II, presents a panorama from 33.85 m.
The third level, located at 40.25 m, has mounted on the parapet of the balcony several huge functional hammers, which beat three times every quarter of an hour.
Level IV offers the possibility to observe in detail the buildings in the central area of the city with the help of a telescope.
